I'm having some trouble with the keybinding. It seems that in the latest stable release (1.1b15) the keycombination ^u is hardcoded to make current word uppercase. How can I change this? (it doesn't seem to be in the keybinding file).

Not sure why you say latest -- it has always been like that.

Yes it is: grep '^u' TextMate.app/Contents/Resources/KeyBindings.dict "^u" = "uppercaseword:";
You can copy this file to ~/Application Support/TextMate and remove the binding.
