I've accidentally deleted the R bundle (which contained several of my own custom commands). Is it possible to reinstall bundle & my own custom commands?

I don’t believe so, unless you have a backup or a copy of the bundle somewhere else. Bundles are stored in the ~/Library/Application\ Support/TextMate/Bundle directory. As far as I’m aware, I don’t think that auto-backups anywhere. I like to keep copies of my bundles on github just in case. However, you should be able to re-download the bundle from the bundle repo; it just won’t have your customizations.

How did you install/delete the bundle?
If you installed the R bundle via Preferences > Bundles, TextMate will store custom changes to the bundles under ~/Library/Application Support/Avian/Bundles. If you uninstalled the R bundle (via Preferences > Bundles), your changes may still be there.

How did you delete it?
If done from within TextMate (bundle editor) then it should only have been moved to trash.
