Is there a bundle that provides the ability to open a URL that's part of a plain text file (in a browser)?

If you write within a plain text file a string like http://macromates.com this string will be underlined. Simply locate your caret within the string and press ENTER (not RETURN!)

Is there any other keystoke or bundle command to do this? On my PowerBook's keyboard I can use fn-return, but my external keyboard doesn't have an ENTER key. (Actually, it only has an "Enter" key, but that's treated as a RETURN by my PowerBook.)

If you don't like the keystroke used by a command, just change it in the Bundle Editor.
In this case, you want the Open Current URL command of the Text bundle.

What kind of external keyboard? Most external keyboards have a number pad, on which an “enter” key is usually found in the lower left corner.
you can open an url plain text with the services menu. TextMate/Services/Open URL. add a shortcut to it from system preferences if you want. as this is not a TM menu, it works everywhere.
