you can open an url plain text with the services menu. TextMate/Services/Open URL. add a shortcut to it from system preferences if you want. as this is not a TM menu, it works everywhere.

What kind of external keyboard?  Most external keyboards have a number pad, on which an "enter" key is usually found in the lower left corner.
