Hi, I suggest to add German quotation marks to the Latex Bundle: This can be archieved by adding
<array> <string>„</string> <string>"</string> </array> << to Latex.tmbundle/Preferences/Miscellaneous.plist and Latex.tmbundle/Preferences/Smart\ Typing\ (Strings).tmPreferences
under the "highlightPairs" and "smartTypingPairs" sections in each file.
Please note that I have limited knowledge on how those bundles work. Applying the changes above worked for me.

This reminds me of something important: my addition is using utf-8 If utf-8 is not the default encoding for latex documents, I guess I need to change my patch.
Éduard: I you just replace the „ and " with « and » then it should work.
I will try to change the patch for usage without utf-8

To use the non-utf-8 symbols seems rather difficult (that would be "` and ´").The highlighting will not work anymore (since the quotations marks will overlap with exisiting ones) and I did not manage to get the autocompletion working.
Since "" are used atm, which also do not look like ISO or ASCII characters, maybe it is possible to include „" and «», too.

Good point, the best thing woud be language dependent settings. I will try to find out how to do this. Any hints where to start? Is it possible to use e.g. \usepackage{ngerman} or the babel settings to figure out what language setting is needed?

I don't know exactly (don't use LaTeX any more), but just as a hint: since Babel is not being developed & maintained any more, XeTeX users are now using polyglossia package instead of Babel, and XeTeX users are primarily the "Unicode-aware" ones. The "traditional TeX-ies" probably still use ,, and `` for quotation marks, and "a, "o, "u to get the umlauts. (I'm generalizing too much, but ...)
Besides that, there is german (for traditional german) and ngerman (for new german orthography), and now Germans have made new hyphenation patterns, and because backward compatibility may not be broken, it might be that they'll start using {german-x}, {ngerman-x} or something similar in not-too-distant future.
Then, you also need to be aware of "project structure". language is usually defined in master document, and one might \input other file in master document. Or, maybe it's even possible to use \usepackage[german,french]{babel}
Do not ask me, I'm neither LaTeX user nor German. It's just a warning of things that you need to be aware of when parsing document contents to extract the language.

Why should Babel not be developed and maintained any more? Its status on CTAN is active and the last manual is dated 1.April 2008.

I don't know why. (People change interests, people have families, ...) If I take a look at changes, there have indeed been some minor modifications made lately, but the most painful part is that the package is ignoring the existence of XeTeX (& LuaTeX) completely, to the extent that a new package Polyglossia had to be made (one needs to \usepackage[german]{polyglossia} instead of babel in XeTeX) - it would have been much better to cope with XeTeX inside Babel, but many people ware complaining that whenever they wanted to push some change into Babel, they got no response from the author.
Maybe someone else should try some more luck. I must admit that I have never tried to contact him.
