Good point, the best thing woud be language dependent settings.

I will try to find out how to do this. Any hints where to start? Is it
possible to use e.g. \usepackage{ngerman} or the babel settings
to figure out what language setting is needed?

Just a side note: these quotation marks depend a bit on language, so
hardcoding their behaviour globally for every language might have
strange side effects. In German for example, quotation marks could
just as well be written »like that«, which means that grouping might
interefere depending on whether one uses German or French.
