I posted a bug report about TextMate basically not handling Japanese well at all but am wondering if anyone has had problems working with other double-byte languages or Arabic?

TextMate doesn't use the standard OS text handling (so Allan can make TM do more), so at present doesn't support double-byte character display very well (and CJK input method not at all). It is indeed a big old hairy wart on TM's otherwise beautiful face that it can't do non-western languages. I only hope that by not happening "in the nearest future" Allan meant that it would be coming reasonably soon just not right away.
I know lots of folks here in Japan who would love to use TM but simply can't because of this. Guess we'll just have to hope and wait.
