Not sure what this is called in Textmate speak, but is there any way that Up-Arrow/Down-Arrow navigation does not cross an EOL for a line? What I mean is, if I have a document that doesn't have any lines longer than 20 characters, and I put the mouse cursor at line 40, and then hit arrow down, the cursor will stay on column 40 the whole way down, instead of going to the EOL character for each line (like vim does it)?

Yes, you can enable Edit -> Mode -> Freehanded Edit.
