I just got to Mac world and TM is still new to me. I have one question that
can I do C++ prog. with TM without install XCode?

Technically you can only install the compiler and use TM as the editor
Usually we use the GCC compiler bundled with Xcode
If you want to use Macports to install some compiler you still need Xcode
installed
