i've noticed an interesting phenomena where i run convert tabs to spaces on an entire buffer, go to a line that had tabs, hit the delete button and it sometimes takes me back a full tab stop seemingly indicating the the conversion of tabs to spaces wasn't done.
would this be the case or is there some trickery involved that just makes it look that way?
Double-check that the "Tab-size" pop-up menu in the status bar has the "Soft tabs (Spaces)" option checked. But besides that, yes, TextMate appears to be smart enough to logically treat soft tabs as tabs even though they are physically composed of spaces.

It does have soft tabs set.
If the action I am seeing is to be expected, then good. It certainly wasnt what I was expecting.

As others have pointed out, yes, it's trickery.
A good way to sort these things out when you're not sure is to "Show Invisibles" with ⌥⌘I. (Press it again to "Hide Invisibles".) I've taken to just leaving that setting on all the time.
