In Finder to create a folder one would use ⌘⇧N, but in TextMate ⌘⌃N . Why the difference?
I’m always getting confused.
Why not using ⌘⇧N to create a folder and ⌘⌃N to create a file?

+1 (I regulary find myself typing ⌘⌃N in Finder after using TextMate for some time …)
It's a menu command so you can use the system method for changing keyboard shortcuts :)
System Preferences > Keyboard > Shortcuts > App Shortcuts + to add, then select TextMate type in eg: New File as menu title and enter the keyboard shortcut you want to change to.

Indeed. This year I've started to make wholescale changes to keyboard shortcuts of both kinds: menu items and those within bundles. As there's only a small set of available functions that I regularly use I figure I might as well design a set of control keys for those that make sense to me without the old concern of what I might be missing.

People create many more files than folders in TextMate, so that action gets the secondary “new” key.
Finder has no ability to create files, it uses ⌃⌘N for “New Folder with Selection”, so in Finder, both ⇧⌘N and ⌃⌘N are about creating folders.
Why not using ⌘⇧N to create a folder and ⌘⌃N to create a file?
There is certainly an argument for consistency accross applications, and I don’t mind changing them.
