It's a menu command so you can use the system method for changing keyboard shortcuts :)

System Preferences > Keyboard > Shortcuts > App Shortcuts

+ to add, then select TextMate type in eg: New File as menu title and enter the keyboard shortcut you want to change to.

Why not using ⌘⇧N to create a folder and ⌘⌃N to create a file?

+1 (I regulary find myself typing ⌘⌃N in Finder after using TextMate for some time …)
