Is there any way to change TextMate settings so that a string that is currently selected in a document is automatically included in the Find dialog when it is opened?

Pressing command-E pastes the current selection into the find dialog box. It's the command "Edit->Find->Use Selection for Find". That's as close as you can get I think.

Command + E takes the currently selected text for the next find operation. It does not open the find dialog, so you can do Command + E followed by Command + G to find the next occurrence of that string. Doing Command + E followed by Command + F will show the find dialog with the selected string.
