1. Place cursor after the first } but before the second } 2. Press Ctrl-Up.
My understanding is that the cursor should jump to just after the first {, instead it lands just before the second {.

When “inside” a paired character set, it goes to the start/end but keeps the caret inside. And vice/versa when (just) outside the set.
