I just checked that, but this is not quite what I expected, the script seems only to run latex+bibtex, and it did not create the table of contents properly, so this is not the equivalent of the texify command, I'm afraid.

Sorry, I didn't realized it skipped creating table of contents. However, I see that when I call latexmk.pl manually with only the option -pdf, it creates a TOC. I think that the LaTeX bundle disables this feature using a temporary latexmkrc file.
Maybe this should be discussed with the maintainers of the bundle (I'm also quite new to TextMate so I don't know who this would be. I would start by looking at the recent commits to the bundle).
