I know that tabs show up if I have a "project". However, for individual files it seems (or I haven't found the setting) to open each new file in its own window. Is there a way to set it so that Textmate will use tabs by default?

As far as I know, no. Tabs are for projects, individual windows for individual files. All this might change for version 1.2, which is coming sometime in the not so distant future it seems.
