Try going to System Preferences > Keyboard > Keyboard Shortcuts > Applications Shortcuts and adding those in for TextMate.

I think I remember reading about a way to map Save in textmate it self, but I'm not sure about copy and paste.

I'm curious, do you really want to change only these keys and only for TextMate? Because you can change the command and control keys behavior globally, in System Preferences, Keyboard, then Modifier Keys… in the Keyboard tab.
