is there any way in textmate to type i.e. ' without completing it with another ' ? sometimes it's convinient to have closing apostrophe and sometimes it's pretty annoying.

Try Preferences -> Text Editing -> Auto-pair characters (quotes etc)

The auto pairing is (as I understand it) set in the preferences for a bundle & is, to some extent, grammar specific. I wouldn't know all the logistics off the top of my head but I'd be possible (but probably not very practical) to create alternate grammars or something. For me, I've just gotten very used to quickly hitting my forward delete key. ;-)

The feature [1] can be configured per scope, and already we disable auto-pairing of apostrophes for scopes likely to contain prose (comments, strings, text files including HTML, etc.).
If you disabled the Source or Text bundle, you may have disabled these sane defaults though.
