Oops, somehow lost the first part of my question. Retry:
Every once in a while I get this weird situation where some of my textmate shortcuts stop working. If I go into the Bundle Editor and try typing a hotkey, I get a weird circle symbol around the letter.
Anyone know what the circle around the letter means or what might causing this? Here's a screenshot --

This is because TextMate sees the key with the ‘numlock’ modifier.
Are you using an external keyboard possibly with some “intelligent” adapter?
If so, try (un)plug the keyboard when it happens, that should reset the modifier state.
Exactly what is at fault here, I am not sure.
