Is there a way to bind the menu item ^Q (reformat selection) to the reformat selection for the active bundle of doing paragraph formatting on the selection ?

Sorry, I meant: ... INSTEAD of doing paragraph formatting on the selection, which is what happens now with the ^Q menu item.

If I understand what you're asking, the Mail bundle does something like that (to properly handle quoted text). So, take a look at that bundle to see how it was accomplished.
