I tried typing txmt://open?url=file:// in a new window and it opened a new window when I typed the last slash. It looks like its trying to execute the url.

uhm… you type that letter-by-letter in a new buffer, and TextMate opens a window??? I'm not aware of anything which (by default) should be able to trigger such behavior, i.e. TextMate doesn't scan what you type and take actions (like “executing URLs”) based on it.
I'm sorry, I restarted textmate and it stopped doing it. I'm not exactly sure what happened. I was just typing out the txmt:// url and it started beeping and then when i hit the second slash in after file it opened a new window. it was really weird.
