Searched the list for this and went through the Preferences and menus and couldn't find anything about this problem.. so I apologize if it's an easy RTFM answer!
Since upgrading to the latest TextMate, I've noticed that whenever I save, the screen jumps to centralize the row that the cursor is currently on. Why? This is driving me nuts because I'm always hitting Cmd+S (usually without thinking) every now and then while I'm developing and the jump jars my thought process. b5 did not do this.
So.. how can I turn this off?

This sounds strange -- does it also happen if you select Save from the menu (instead of cmd-S)?

Yes, Allan. It sounds like it's not an actual feature then.. ;-)
I just created a new text file, added a ton of lines, and it does the same thing also. Also, if I resize the window without moving the cursor, and resave, it always adjusts perfectly and jumps so the cursor row is vertically centered. It certainly seems very deliberate.

Ah, seems there actually is a bug -- though only for document windows (not projects). I'll look into it and have it fixed for b13.
