Is there a way to set up a snippet so that some of the lines are flush at the left margin and others are at the correct tab stops?
For instance, I like to have #ifdef at the left margin instead of tabbed in, any way to set this up in a snippet?

Do you mean disable the auto-indent of the entire snippet? If so, yes, but the way to do it is by editing the snippet’s plist on disk.
You need to add a key/value pair like this:
<key>disableAutoIndent</key> <true/>
Add this as child of the first <dict>…</dict>
