Anyone know what might cause Command-Enter to quit working? It just stopped one day quite a while ago and hasn't worked since. Somebody help!

What I mean is, when I hold the command key, nothing happens except the the little *dunk* sound that means "you can't do that."
Previously it would drop down a line (like downarrow) and insert a new line.

If I understand you correctly; I believe this is where the problem is:
Macros and Insert LF Key Equivalent ⌘ ↩
You can get to this using this shortcut: ^ ⌥ ⌘ K to open up the list of keyboard shortcuts (this only shows bundles that are active). Select Source in the bundle drop down. Macros in the middle.
I believe this handles that key sequence in all (most?) bundles. If it's different then you can modify it in the bundle editor.
if you meant ⌘⌅, I only have that in Markdown, and it selects part of a line (an item, s).

You can also open “Select Bundle Item” (⌃⌘T), click the magnifying glass dropdown, select “Key equivalent”, then hit your key.
If that finds nothing, you should find the macro Mark mentioned (it's in the Source bundle) and reassign its Key Equivalent. If it still plays that sound it probably means that something else is hijacking that key sequence but failing to execute its action.

check and see if you've installed any new software that might have a conflicting key command.
for example when I went to try out this neat shortcut (that I never knew about - thanks mark!) it didn't work because a Preference Pane I have (Sizzling Keys) intercepts it and uses it instead.
anyway - if you've installed any background type processes (TextExpander, ClipMenu etc) or Preference Panes check them first.
you can look in the Keyboard Pref Pane itself for a list of shortcuts. good luck - I can imagine your pain since I have this key command mapped in every bundle I use! but I actually use it for 'EOL' for quick use with closing brackets, parentheses etc. I've mapped Opt-Return to 'EOL+LF' (or whatever its called) just because that's what I'm used to. (just like I have Cmd-Return set to "Preview in Browser" - a leftover from my old Flash dev days!)
