smartTypingPairs does not work (smart typing is enabled).

These are now set in the theme editor instead of the language files. The reason for this is so that e.g. ' can be disabled as a smart-typing pair in comments and strings etc.

There should be default pairs setup and only a few context sensitive specializing.

No, View -> Edit Themes…

Then unfold “Settings: Basic” and select the “Default smart typing” item.

Switch to textual edit (upper right corner). Here you'll find the pairs.

Though sources and HTML have their own settings (also under “Settings: Basic”).
