The numbered versions of the comment variables is for uncommenting only.

One exception is the ⌥⌘/ command which may use the numbered versions if the primary one is not for a block comment (same with todo⇥).

If you prefer the style used for the _2 version, you’ll need to alter your preference (to make the primary _2 and the _2 the primary).
