Working in Python I clicked on the 'Tools widget' (is there an official nomenclature for that? I mean the one with the gears icon that gives access to the commands and macros...) and it opened up positioned at the 'Python' submenu.
"That's cool!" I thought, but a quick test with a Textile document showed that it was just a coincidence pertaining to my particular list of enabled languages.
So: why no add it as a feature:
when activating the 'tools widget' it will focus on the submenu of the currently active language.

and there i was thinking i'm so smart and all... it seems that when i activate the widget via keyboard (ctrl-escape) it *already focusses on the current language*
it does get mixed up with CSS and the Experimental CSS but that's such a minor issue I normally wouldn't even waste the time reporting it ;-)

Yes -- you can always disable the Experimental bundle if you do not use this syntax.
It should also pop-up at the proper location with the mouse, granted there are some problems when the status bar is near the bottom of the (visible) screen (out of my hand, but I might move the gear to a top tool bar or similar).

As for a name for the gear-menu (which I imagine would be useful for documentation purposes), how about "Actions"?

I suggested Cmd-Escape when it was first introduced and did not have a shortcut, but this is covered by Quicksilver. So we came up with Control, which is even better imho because it is the mac way of a popup (think of the missing right mouse button being emulated by Control-Click).

It does do that -- I tried switching to Textile, and now it does have the Textile stuff.
And there's no official name for the icon, I just refer to it as the bundle stuff pop-up :)
