I hit some wild key combination and now my PHP bindings seem to be gone. The bundle shortcuts work, but there's no syntax highlighting, no code folding, nothing. I cannot figure out what I did. Any thoughts?

Just a wild guess - are you sure TextMate is set to use the PHP-stuff Have a look at the bottom bar: Line: X Column: X | Used Language Grammar |…

Ha, that was it. Somehow the key combo changed that to Diff for all PHP files in my project.

For future reference, the key combo you most likely hit was: ctrl-opt- shift-d
To quickly change your current language, you hit: ctrl-opt-shift-FIRST_LETTER_OF_LANGUAGE
and you'll switch to the language that starts w/ that letter, or be presented with a menu listing all languages that all start w/ the same first letter.
