Is it me or Dock icon is completely messed up in recent builds? Everything is completely scrambled in Dock context menu which I use a lot. See:

After 10.11 we got reports of the recent items in the dock menu not updating.
Thos however seems to be a general OS issue, as other programs also show the behavior (and the recent items in the dock menu is something the OS manages).
I am guessing your issue is a related issue.

Did you by chance file the bug report to Apple? Unless we flood them with reports they are likely to have it broken for next couple OS X releases. They are famous for their lousy regressions.
Here's how my TM dock menu looks now, it is complete mess:

No, I am not on 10.11 yet and I believe the issue affects all apps, so there should be no need for TextMate specific testing or reporting.
