I think that simplest is to create a new theme and copy-paste the content of the theme you
would like to edit. In the Bundle Editor, click File -> New -> Theme -> Create.
Note that copying the file on disk is not always a good idea because each bundle item has
a UUID that needs to be unique. This is automatically generated when a new item is
created.

To change a theme in TextMate 2 you can open the Bundle Editor (Bundles -> Edit
Bundles…) then navigate to the Themes bundle in the left tree, click Themes in the second
column, pick the theme you would like to edit in the third column and edit the theme in
the bottom view, save with File -> Save. Unfortunately there’s no GUI, it’s just a
plist file.
