Latest version of TextMate. ^< does not perform as advertised but (Shift)^< does insert opening and closing tags. Has there been a change in the program. I do not see any other suggestion in the documentation. I have installed, removed and reinstalled the program twice without any change in behavior.
It's impossible (on a US layout) to type < without the shift key. So the shortcut is correct, if a bit confusing.
