Well, clearly something is wrong. Try quit TextMate then run:
defaults delete com.macromates.textmate OakTextViewScopedSoftTabsTo “start over” and see if that fixes it. E.g. it might be that something bad got into this data structure that somehow prevents TextMate from properly updateing it.
Still getting the same problem. And in fact it is not limited to .rst files I've now noticed — my previous statement that it was not happening to other file types is incorrect.
Here's some more detail:
