That wasn’t answered here, but Michael Sheets informs me it was resolved via IRC.
For the records, joining #textmate on freenode.org and ping’ing infininight is the desired way.
You can also send an email with info to bundles@textmate.org.
Before submitting a bundle, it might be good to first read the style guide (although it hasn’t been updated in a while): http://wiki.macromates.com/Bundles/StyleGuide
