I got this error a few weeks ago. This is how I would troubleshoot the problem (my issue was a little complicated).
1) Make sure you don't have it turned off in the LaTeX package preferences. 2) Make sure you are using the latexmake.pl script. 3) Repair permissions on your hard disk. I found out later that my permissions on my installation directory were munged and that's why I couldn't run pdflatex from Terminal. 4) Make sure your TeX Live installation is showing up in the "TeX Distribution" preference pane. 5) Make sure you own the directory you are working in. 6) Check permissions on the LaTeX path directory. 7) Check group/ownership of the LaTeX path directory.
