Here with the Czech keymap a / is ⇧ú HOWEVER ⌘ú is ⌘[ — I need to press ⌘' to produce ⌘/ (NOT ⇧⌘ú).
Try open Keyboard Viewer and hold ⌘ — for me, several keys change.
Also in TextMate try to open Bundles → Select Bundle Item… and switch to key equivalent (context menu for magnifying glass) and press various keys to see how TextMate sees them.
