According to Oscar Bonilla:
Terminal sends PgUp/PgDn if you also press Shift.
As I found that a non-intuitive way of working, I finally got to look at the configuration of Terminal.app and found that you can change the bindings to now it does the proper thing with using PgDn and PgUp.
