I am puzzled why you recently got this impression, as the last update was released the 26th of March, so there has been no updates for the last 6-7 weeks, even if you had changed the update preference from “normal releases” (default) to “nightly builds”.
That said, the current TextMate beta builds do expire after 5 months, and they’ll notify you about this after 3 months. This is something some detest, so I’ll make it so that licensed users can choose to ignore this (in nearest future).
Of course I would still prefer if (even licensed) users kept their version up-to-date since there are some interdependencies between the bundles and TextMate, i.e. knowing that no-one is running a version of TextMate older than 5 months means that bundles can be updated to rely on infrastructure that is at least 5 months old.
There is a version dependence system for bundles, but we do not store old versions of bundles.
