People create many more files than folders in TextMate, so that action gets the secondary “new” key.
Finder has no ability to create files, it uses ⌃⌘N for “New Folder with Selection”, so in Finder, both ⇧⌘N and ⌃⌘N are about creating folders.
Why not using ⌘⇧N to create a folder and ⌘⌃N to create a file?
There is certainly an argument for consistency accross applications, and I don’t mind changing them.
