I use a french keymap
The problem is that on a French keymap ⌥⇧L produce the pipe character. Since this is ASCII TextMate will (now) treat the key sequence as a pipe character (without the shift and option modifier keys).
For now I suggest you rebind the LaTeX grammar to ⌃|.
The only workaround I can think of is to test multiple interpretations of the key sequence agaist the bindings, this seems to be what the menu items do.
