Where did you check out the bundles to? Have a look at this very helpful post by Haris Skiadas:

(You can skip the bit about installing subversion.) If you still have troubles write back but make sure to describe each of the steps you have taken.

Keith, you don't need to use the patch. It is already incorporated in the latest version of the LaTeX bundle. So if you can checkout the latest bundles from the subversion repository, it should work for you.
