You can select Change All… from the Get Info window, that will make all current and future .p files associated with TextMate.
I have however changed the default extension (found in the language grammar) to ‘pas’ rather than ‘p’ and also added ‘p’ as a Pascal extension (in TextMate’s Info.plist.)
