Just write a shell script:
#!/bin/sh
cd /Library/Application\ Support/TextMate && \ LC_CTYPE=en_US.UTF-8 svn --username anon --password anon \ co http://macromates.com/svn/Bundles/trunk ./
Then make the script executable:
% chmod u+x <script filename>
Then execute it!
