The HTML bundle has syntax highlighting for HTML, Javascript, and PHP all at once.
But if you really want just PHP try this:
- Open up the Edit Languages dialog with
<control><alt><command>L or Bundles > Bundle Editor > Edit Languages
Expand PHP and click PHP in the left pane
Fill in the activation textfield in the bottom right with your
preferred shortcut, in your case: <shift><control><alt> P
The change will be immediate.

- perl
- plain text
- property list
- python
