The update gets downloaded to ~/Library/Caches/com.macromates.TextMate/ so you should be able to find it there.

I recently switched from custom code to the standard system API to “replace file” (during install), this was because the custom code used some deprecated API, but unfortunately the system API seems unable to deal with permission stuff, and I think this affects a non-insignificant number of people, so I will have to re-introduce custom code.
Well, I dunno what custom magic program authors normally do but the common way at that is to get an admin account + PW dialogue where one gives an admin name and the respective pass word, and then the software gets installed using admin rights.
