That's "Option Command Backtick," right? Today, that keystroke does nothing. (I would have sworn it worked yesterday when I tried it after reading your original note. Huh.)
The ⌃⇥ key does cycle through the icons, when focus is at the outline, but one can use ⇤ (⇧⇥) instead, to get back to the text editing control.
