This is intentional because the first > is technically on the first level, plus all quote levels have the same scope and are easy to catch. To get just the second level use "markup.quote.markdown markup.quote.markdown" Only the second (and third, etc) will match. Of course you can also add one for the third level, or forth to override it, etc.
