I use Zen Coding (http://code.google.com/p/zen-coding/) for both HTML and CSS, is extremely fast and allows use many PHP parameters. Besides, it's extremely documented.

How about rendering/previewing changes? Like in python and ruby development, I can run the program in a TM window, but with HTML it seems I have to load/refresh the page in an external browser. Or does TM provide a html renderer inline in it's own window?
