The bundles are open source. It's explicitly allowed for the bundles to be used by anyone for anything.
I thank Allan for making the choice to open up the bundle formats and the bundles themselves for anyone to use. That is the biggest reason why there has been so much excellent stuff done for TextMate.

It has a "commands" menu which contain "bundles" that mimic tm bundles - I was even able to import tm bundles into it!!
Also - my tm themes show up (some of them at least) in the themes tab in aptana's preferences. i was able to import them as well...
Hopefully this is because you licensed some aspect of tm to these guys?
