The file xy.sty is properly located in the texlive system.
it looks like `xy.sty` is part of the package `xypic`:
/usr/local/texlive/2015/texmf-dist/tex/generic/xypic/xy.sty
It must be a trivial problem except that I cannot figure it out.
Can you please send me your LaTeX project, then I take a look at it.
