"Bad design element" or not, it still beats the hell out of not being able to see what files you have open at a glance (the current setup).
I'm pretty sure the conclusion was that it's a bad design element to have multi-line tab bars. I at least dislike it in Windows, and it could also be hard to make it look 'right', but... :-p.
